New needs arise.   Whatever the reason, people have need of information which solves real problems.   As everyone knows, artificial intelligence usually beats real stupidity.   Which is one reason to turn to the World Wide Web for help with technical problems.
Computer problems, specifically, are one example where it pays not to have to reinvent the wheel.   Other people have similar problems and needs, and we can read about them in talkback forums posted along with the articles in online computer publications.   But more specific problems call for more specific solutions, like company FAQ's, for example (FAQ stands for Frequently Anticipated Questions).
Using search engines can be surprisingly effective, either at finding answers or at stimulating other possible approaches.   Many people are going into newsgroups and asking for help with problems.   The fact that this works is demonstrated by the Linux operating system, a free form of UNIX (which "sold" 500,000 copies this past year) and which is supported solely by volunteer developers.
